The field of Public Works has suffered a great loss in the passing of one of its pioneers and leaders, Bob Norton. Bob died Saturday, June 19, 2010 and was currently serving as the Chairman of the Board of Public Works. Bob was instrumental in adopting a number of progressive policies and programs during his role as a Board Member.
Bob has been a dedicated member of the Board of Public Works since 1999. Bob also was employed as a senior resident field representative for Weston & Sampson in Peabody for the past 15 years.
Bob was a man with high ideals and an eye for the future. Bob will be terribly missed and his work will leave a lasting impact on the Town of North Attleborough for years to come.

Construction activities may consist of any of the following activities:
Lowering and plating of manholes and catch basins
Grinding and grading of the road surface
Adjusting of manholes and catch basins,
Installation of asphalt berm
Placement of final layer of asphalt
Adjustment of driveway aprons, and
Restoration of disturbed lawn area.
The work zone will extend several feet beyond the edge of the existing pavement but will stay within the town-owned-land. (Typically the town’s property line is 8 feet outside the edge of pavement.)
If you have any underground utilities on town property not on file with the town such as but not limited to invisible fences, low voltage lighting or sprinkler systems, please clearly mark the locations of these items or remove them from town property to avoid damage to the these items or the town's construction equipment. The Town will not be responsible for damage to these items.
On-street parking will be prohibited during construction and, in general, streets will be closed to through traffic. Residents will be given as much access as the work allows and the DPW will do their best to minimize any inconvenience. You will receive a hand delivered notice at least one day prior to the start of construction. Please note that work schedules are often altered by unforeseen events, however we will do our best to keep you informed.
Please be advised that subsequent to any paving operation all non-emergency excavation in the street is prohibited for five years.

Water Use Restrictions
On July 8, 2010, The North Attleborough Board of Public Works declared a temporary ban on
non-essential water use in order to manage the extraordinary demand for water during the recent
days of high temperatures. Daily demand for water was approximately four times higher than
normal daily averages. In order to accommodate this high demand, well pumps, chemical feed
systems, greensand filters and water system distribution pumps were operating at maximum
capacity, continuously around the clock. The temporary ban was necessary to maintain system
integrity and ability to respond to emergencies.
The prompt response from residents and businesses immediately reduced demand and
provided the water system the time to replenish tank levels and provide down-time for pumps. The
compliance to the ban, by the Town’s Residents and Businesses, was timely, highly effective and
greatly appreciated.
The Board of of Public Works can now relax the ban to an Odd/Even Non-Essential Water Use
Schedule to begin MONDAY JULY 19. This alternating schedule of outdoor water use will allow
residents to water their lawns and outdoor plantings and still allow the Town’s infrastructure to
keep up with increased demand without jeopardizing system performance or water quality.
Residents or businesses with an odd-numbered address will be allowed non-essential water use,
such as lawn watering, on odd-numbered calendar days. Even numbered residential and business
addresses will be allowed these uses on even-numbered calendar days. This watering ban will
remain in effect until further notice. It is anticipated that the restrictions will remain in effect
throughout the warm weather period of summer.
NON-ESSENTIAL OUTDOOR WATER USE, such as lawn watering, shall be allowed between the
hours of 5AM to 8AM and 5PM to 9PM on the property owner’s scheduled Odd/Even days. Hand
held device watering of gardens, flowers and ornamentals will continue to be allowed on a daily
basis EXCEPT, No Watering between 8 AM and 5 PM.
NON-ESSENTIAL WATER USE shall not be allowed between the hours of 8AM and 5PM,
REGARDLESS OF ADDRESS. These are hours of peak demand and water use is reserved for
essential uses.
The Department greatly appreciates the resident’s and business owners’ quick response and
acknowledges your voluntary collaboration in our efforts to provide the Town with the highest level
of service. We anticipate your future cooperation in order to continue providing this service while
protecting and managing our precious water resources and valuable infrastructure.
State regulations promoting greater water conservation are requiring Towns throughout
Massachusetts to adopt stricter water conservation regulations and by-laws. We anticipate that
seasonal watering restrictions of some form will become mandated under the Town’s groundwater
withdrawal permit in the future.

Earth Day Celebration
Ten Mile River Clean Up
Thank you!!!
Tremendous community pride was demonstrated during the 2010 Earth Day Celebration with the Ten Mile River clean up! The DPW wants to praise all of the participants and volunteers who took part in the celebration of Earth Day this year.
Wal-Mart generously donated refreshments for the many volunteers who came out and assisted in the removal of 93 bags of litter and trash, trash receptacle covers and wooden pallets.
Thank you to all who made this project a fun and great success!

The Mission of the Public Works Department is to provide effective and high quality public works services to enhance the living and working environment in the Town of North Attleborough.
The Public Works Department is organized into 8 divisions which are located in three major facilities:
The Public Works Administration and Water and Sewer Division offices located at 49 Whiting Street
Highway/Fleet Services complex located at 240 Smith Street
Highway Responsible for over 120 miles of highways, nearly 50 miles of sidewalks, compost site operations, snow removal, street sweeping, etc
Forestry The Town's Urban Forestry program consists of: periodic inspection and trimming of all public shade trees, tree removal and planting activities, and insect and disease control.
Motor Maintenance Maintains the Town of North Attleborough's vehicles and equipment.
Sewer Collection Collection of an average of 3.1 million gallon per day of industrial and domestic wastewater.
Pretreatment The Industrial Pretreatment Program responsibilities are to permit, inspect and sample all industries in the North Attleborough wastewater to the Town’s sewer system.
Wastewater Treatment Treatment of an average of 3.1 million gallon per day of industrial and domestic wastewater.
Water The Town's drinking water - it's treatment process and delivery system.
